
New European Union Project to Support Human Rights and Penitentiary Reform in Tajikistan
Dushanbe, 01.04.2025 – A new project, "Advancing Fundamental Rights: Strengthening Civil Society, Preventing Torture, and Transforming Prisons for Human Rights in Tajikistan," has been launched in Tajikistan. The project aims to protect human rights and combat torture. It is implemented by the public organisation Bureau of Human Rights and Rule of Law in collaboration with the Legal Initiative Fund and the French organization Prison Insider. The initiative is funded by the European Union.
The core objective of the project is to prevent torture and ensure accountability for those responsible. To achieve this, a national preventive mechanism will be established, and Tajikistan will be supported in ratifying international treaties and agreements against torture.
The project will also contribute to penitentiary system reforms by reducing the prison population, developing probation services as an alternative to imprisonment, and improving rehabilitation services in correctional facilities. Additionally, the project includes activities aimed at strengthening institutional and digital security within civil society organisations.
Another key objective is to assist Tajikistan in fulfilling its international human rights commitments, including preparations for the Universal Periodic Review – a global process that assesses the human rights situation in the country.
The organizations involved in the project have extensive experience in human rights protection and actively contribute to ongoing reforms in Tajikistan.
